DCR Board Meeting Minutes January 05, 2026

Jack led a review of the final draft of the 2026 budget ahead of the board’s vote to formally propose it to the membership at the annual meeting January 10.

The board members present voted unanimously to endorse the draft 2026 budget and recommend it to the membership for approval.  Mimo accepted responsibility for communicating the board’s recommendation to the membership ahead of the annual meeting.

Ben led a discussion of new routes under development.

Mimo led a discussion of planning logistics for conducting the annual meeting including acquiring snacks and beverages, communicating the appropriate ballot measures and conduct of the votes for officers, board members and budget approval.

2025 Year in Review – Mimo led a review of the club’s 2025 activities and offered specific congratulations to many members for their on-bike accomplishments (to be posted to the website) and off-bike accomplishments including:

  • Congratulations to RBA Emily Ranson on the birth of her son, Jacob!!
  • Thanks to John Mazur for coordinating the post Dart Annual Social gathering.
  • Thanks to Mike Binnix and Jonathan Karpik (OH Randonneurs) for the launch of the new website. This was a lot of work and the club is super appreciative of both Mike and Jonathan!!
  • Thanks to Gardner Duval for organizing the successful and popular Rouleur Series of rides. More thanks to Gardner for organizing the 600K! And even more thanks for his successful tenure on the RUSA Board and generally just being awesome.
  • Thanks to Harriet Goers for organizing the GAP-C&O brevet from Pittsburgh to DC
  • Thanks to Bill Beck for organizing the Dart, the Fleche, and a 200K.
  • Thanks to Bill Smith, Theresa Furnari, and Matthew Cole for pre-riding and helping organize multiple events.
  • Thanks to Chris Readinger for designing and organizing a new (Metro accessible) 200K.
  • Many thanks to John Mazur for six years of service on the DCR Board.
  • Many thanks to Jack Nicholson for six years of service as treasurer of DCR.
  • Congrats to Frank D for getting married and finding a supportive partner that allows his two wheeled mistress (Rhonda Burgundy) in the house.
  • RUSA provided the club with Volunteer patches and stickers to distribute!

ELECTION: Board Candidates Theresa Furnari (Treasurer) and Pat O’Connor (At Large) were introduced to the members and took a few minutes each to address the members.  Mike Binnix confirmed he would serve another term as Secretary if re-elected. Members were reminded to cast their votes online via the email distributed prior to the meetings.

(On Sunday January 12, 2026 President Mimo DeMarco certified the election of Theresa Furnari as Treasurer, Pat O’Connor as an at-large board member, and the re-election of Mike Binnix as Secretary based on the results of the online voting.)

BUDGET for 2026 – Jack reviewed the proposed budget previously distributed to the members by email. This includes projected revenue of of $9,280.00 with projected expenses of $10,381.63 with event prices as follows:

  • 100K – $0
  • 200K – $10 – (an increase from $7 in 2025)
  • 300K – $30 – (a decrease from $35 in 2025)
  • 400K – $40
  • 600K – $60
  • Dart – $20 – (includes renting a covered hall for secure bike storage post ride)
  • Fleche – $35 – (includes breakfast)
  • GAP/C&O – $130 – (includes transport from DC to Pittsburgh)

Member Roger Hillas moved that the members approve the budget as proposed by the board. Member Leslie Tierstein seconded the motion and the budget was formally put to a vote. Members were reminded to vote for the approval or disapproval of the budget via the online link distributed before the meeting. 

(On Sunday January 12, 2026 President Mimo DeMarco certified the approval of the budget by the membership based on the online voting results.)

Suggestions: The following suggestions were offered by members during the presentation of the budget for consideration by the Board:

  • To consider waving ride registration fees for ride organizers and others who volunteer to support the ride.
  • To consider waiving all ride fees for events held late in the year if the forecast income and expenses are on-plan or above-plan compared to the forecast end of year assets.
  • The Board members present agreed to take these ideas under advisement.

DCR Board Meeting February 2, 2026

Finance Report – Theresa summarized January income and expenses and confirmed they are consistent with the budget.  The turnover of Treasurer duties from Jack to Theresa is nearly complete.  

As the newly elected Treasurer, the board approved the addition of Theresa Furnari as the principal officer and authorized signatory for management of all club bank accounts.  As his term as Treasurer is complete, the board approved the removal of Jack Nicholson as principal officer and authorized signatory from all club bank accounts. Specifically, that Theresa Furnari will replace Jack Nicholson on the accounts or activities DC Randonneurs has with Truist Bank.   Further all the rights and responsibilities Jack Nicholson held with Truist Bank will be held by Theresa Furnari.

Web Update – Mike confirmed that the site now operates as https://dcrand.org (no longer redirecting to another domain name) and sends all email from @dcrand.org addresses.  The board agreed to let the old Mason Dixon 1200 domain expire.  The content of the Mason Dixon 1200 web site will be preserved in a suitable archive.

Bike Swap – Pat has taken the lead to represent DC Rand at the Bike Swap Feb 15 at the Carroll County Ag center https://stopswapandsave.com/.  Pat and Mimo will coordinate to share the plans with the club.  The board briefly discussed also participating in the bike swap at Frederick Gravel and Grind on February 28 from 10:00 am -3:00 pm. Those interested in participating are encouraged to let the board know.

RBA Update – Emily summarized the upcoming schedule of spring events, locations, dates, routes, and organizer assignments.
